Lucina wins this MU.

Even with Luigi's new tether grab and zair he still has a hard time against Lucina. Lucina's range allows her to space against Luigi easily due to his slow speed on ground and especially the air and low traction. Luigi has an really hard time in disadvantage as Lucina's up air, up tilt can keep him from landing and off stage Lucina's counter obliterates Luigi's side B recovery especially if misfire while Lucina's aerials beat Luigi's. Even if Lucina's space too close with nair, Luigi's grab is too slow to punish it. However while Lucina's range and mobility are better, Luigi has faster frame data overall and has fireball to pressure, also Lucina has to be careful of whiffing counter that can leave her open to Luigi's Super Jump Punch which kills very early, also Luigi has a better combo game than Lucina.

Overall Lucina's faster mobility, disjoints and counter give her the advantage in this matchup.
