Inkling wins this MU.

While Meta Knight is faster than Inkling on the ground and has disjointed attacks he / she has faster mobility in the air and MK's range isn't the best, Meta Knight has no reflector or projectile to deal with Inkling's Splat bombs and Splattershot and MK is not very fast in the air and has short range. Inkling is hard for Meta Knight to edge guard, Meta Knight's lightweight also makes it easy for Inkling to KO him.
