This is actually one of Luigi's better matchups. I'm intrigued why so many people voted 7/3 for this matchup when the consensus is generally even (if very variant on specific players). Wobbling is a particular advantage ICs have here, considering Luigi's overall short range; often this forces him to come up close.

Luigi's solid aerials and jab, however, make CQC not as bad for the plumber as the threat of wobbling suggests. Those aerials give Luigi a pretty good combo game against the climbers as well; he generally doesn't have too much trouble getting Nana away once they're separated (which WD down smash is amazing at doing), and he slays Popo alone. He kills better, racks up damage better, has a more versatile WD, and has much better pressure potential than Popo by himself; up smash and up air will be Popo's main tools.

Of course, Ice Blocks limit the potential Luigi has to WD on main platforms (FD is thus the ICs' best stage in this MU). That they have mallets also means they will tend to outrange Luigi in non-footsie interactions.

Generally, I've seen some people say ICs have a slight advantage here, and I've seen others who say Luigi outright wins. I personally call this 5/5 but to anyone who believes this MU is 7/3, feel free to explain!
