Like against other fast-fallers, Pikachu has a chaingrab against Wolf that goes from 0 to mid-100s. In Wolf's case, the chaingrab is 3 buffered down throws to forward throw (Wolf can use Reflector to escape if Pikachu down throws him a 4th time) to more down throws that can be comboed into Thunder. The matchup, after factoring in Pikachu's edgeguarding, would be thus be 80-20 in Pikachu's favor if not for how Wolf goes even or beats Pikachu in other areas of on-stage combat, like aerial range. It comes down to a matchup that is considerably harder for Wolf than Meta Knight, though it isn't sadistic like King Dedede. My vote: 7/3 At 2:56, this video describes Pikachu's chaingrab on Wolf: https://www.youtube.com/watch?v=5v8My...
