Luigi wins because his recovery is difficult for Sheik to gimp (buffed air speed and Cyclone), but mostly because KO power is disproportionately in his favor. His neutral air breaks Sheik's forward tilt, so Sheik has to rack up damage with Needles. I don't see how Sheik wins, although it is only a 6/4 loss. Lucario is definitely worse.
