This matchup is a pretty nice reversal of what it is in Melee, though it is also quite different due to the changes in both of these characters' play styles. The neutral is difficult for Jigglypuff, as many of its moves get outspaced, outspeeded, or outprioritized by Kirby's back air. The ground isn't good for Jigglypuff either, since its tilts have less range and less overall utility than Kirby's tilts, and its smashes have less range (down and up) or are more punishable (forward) than Kirby's smashes. Kirby's newfound combo game with grabs doesn't help Jigglypuff much either, since even though its light weight makes Kirby's combos only true at very low percents, it still decreases its survivability. One of the issues that plagues Kirby in this matchup in Melee is that his low airspeed both worsens his recovery and prevents him from keeping up with Jigglypuff in the air. With Kirby's buffed air speed here, as well as the buffs to air dodging, it's far easier offstage for him, since Jigglypuff's back and forward airs get outranged by Kirby's back air. That's also without mentioning Kirby's buffed down air, which can make recovery annoying for Jigglypuff. Where Jigglypuff excels is that Wall of Pain is still more efficient than Fence of Pain (though it helps it less in this matchup) and it can most certainly get lots of damage in should Kirby be careless at any point. But from any Jigglypuff's perspective, the matchup verdict should be "a lot of what I can do, my opponent does better".
