Rightfully Yoshi's worst matchup, for pretty much 2 reasons: the neutral and offstage vs. onstage play.
Lasers completely shut down Yoshi's approach, as they can stun Yoshi during his jumpsquat, and ignore the slight armor in Egg Roll. Of course, they also give Yoshi barely any opportunity to safely use Egg Throw in the neutral, as they come out slower and are thus easier for Falco to react to. Shine doesn't exactly reflect eggs except at closest range, but it can reflect them indefinitely unlike a shield. Yoshi's problems in neutral don't end there: Falco gets a guaranteed 48% on Yoshi off a buffered down throw chain grab, and it's much easier for Falco to grab Yoshi than it is the other way around (keep in mind that Yoshi can chain grab Falco by an air release, but it's slower and doesn't come with as much utility). And from that chain grab, Falco can Gatling Combo, which when fresh gives Yoshi a total of 71% damage in a matter of seconds, before factoring in Falco's laser camping.
Even though Yoshi's recovery is better than Falco's overall, Falco actually exploits Yoshi's more than Yoshi can Falco. Lasers are a good option for pushing Yoshi away, while shine is actually strong enough to pierce the super armor in Yoshi's double jump (just like Fox's and Wolf's shines, one of the main reasons why they beat Yoshi as well). Egg Throw is easily punishable by a down air (or another shine), and since Yoshi will have already used his double jump, a meteor smash is the last thing he wants to get hit by. As such, Falco gets another point on Yoshi for not just damage racking, but killing as well. Yoshi does have a few options against Falco, namely down tilt to cover the ledge like Samus and down smash to semi-spike, but it requires a lot more work on Yoshi's part than Falco when he is faced with the same prospect.
So overall, if you main Yoshi, you will need a counter pick against Falco, like Fox, Kirby (who is just as hungry), or Pit.
