This matchup IMHO has the hardest neutral for both sides, mostly because of the stalemate that it results in. Kirby ducks low enough to avoid Falco's lasers at any height on stage, thus preventing Falco from getting some early damage, while Falco can just use Blaster to force Kirby to keep crouching. Upon approach, this matchup is similarly balanced. Falco can get an easy 31% on Kirby through his buffered down throw chain grab, which he can follow up with a Gatling Combo (Unless Kirby is at really, really high percents, I wouldn't advise a down air since Kirby's recovery makes it worth only for the damage, which is already lower than the Gatling Combo). Kirby can chain grab Falco with his own down throw at low percents, and can finish it with a forward throw into the Gonzo Combo or other followups. In terms of overall damage racking, I would give that to Falco, since while Kirby's air game gets disabled by lasers, Kirby can't do much to Falco in the air outside of extend one of his forward throw combos or edge guard (which I'll get to shortly), while Falco has his forward and neutral aerials to rack up damage, his back air to space, and his up air to potentially KO Kirby off the top blast line. Their KO potential is arguably even, since while Kirby has more raw power, Falco has better setups into his non-edgeguarding KO moves (such as BDACUS to catch unsuspecting Kirbies by surprise, versus Kirby trying his luck with a down tilt into forward smash if the former trips). Edgeguarding and recovery are easily in Kirby's favor. Since Falco's vertical recovery is really lacking, Kirby can easily gimp him with a down air. Alternatively, he can go for a back air to keep Falco away from the ledge, which will not KO Falco as soon but is a safer option. Meanwhile, Kirby's many jumps, stalling with Hammer, and Final Cutter are really difficult for Falco to edge guard if Kirby knows what he is doing. Overall, Kirby makes a good counter pick for Diddy Kong, King Dedede, and Olimar mains, and he comes across as one of Falco's most difficult matchups.
