Ness has a slight advantage in the neutral due to being able to camp Captain Falcon out, but what made me vote 5/5 is that because of Ness's wonky grab release, Captain Falcon can grab release him into a sweetspotted forward air (this also works on Lucas as far as I know, though Lucas's better combos and recovery make that matchup harder for Captain Falcon).
