1/9, as while Bowser has potent punishes (down smash is multi hit and the Ice Climbers hate those moves), much of his moveset is unsafe on shield against grabs, forcing him more to the ledge on stages like FD. It's very similar to Ganondorf/Ice Climbers, in fact.
