Yep this is Toon Link's worst match-up.

Toon Link gets outspaced by cloud, as he doesn't have very good approach options. I will say that with a bomb in hand, Toon Link can do some pretty crazy shenanigans, and can recover pretty well against Cloud and punish him if he recovers poorly.
