If a Mega Man player properly spaces out with the pellets, it's definitely a winnable matchup for him.
Clouds only projectile to combat it is Bladebeam, which Mega Man can nullify with one pellet, and are pretty easy to dodge anyway, especially at a distance.

I'm not a tournament player, nor am I really that great at this game in general, so I could be getting this all wrong but I think this is pretty even, maybe slightly in Mega Man's favour
