I now think Cloud wins. While Fox can apply pressure, Cloud outranges Fox and has better endurance. With Limit, depending on the stage, Cloud may even be able to survive the fair-footstool gimp. While Finishing Touch won't kill Fox until 74% (only Shield Shulk survives longer), Fox gets KOed early by many other Cloud staples. Most Cloud mains put this as winning (Daybreak and NAKAT actually think Cloud solidly counters Fox), while most Fox mains put it as either even or winning for Cloud.
