Toon link is better at range and also has stronger attacks. As long as you know his combos and play smart, toon link should usually win.

Even then, that's not sufficient. Sheik is faster, if marginally, than Toon Link and has better combos. Toon Link doesn't even have that much higher kill power or better kill confirms. I would say 6/4.
