About the only thing Samus has on Pikachu is that besides the expected better kill power, she can punish Thunder Jolt with Charge Shot. Otherwise, Pikachu is too small and fast to try to zone out with Grapple Beam, is small enough to fall out of her forward air, and can juggle her for hours. I would vote 7/3.
