Villager can pocket the fire hydrant aswell as use it against pacman well. i main villager and went against a really good pacman, i lost the first time but then i adapted to playing against a good pacman alot of my moves could counter pacman you can actually steal his trampoline when he is trying to recover making for very kills, aswell as stealing the fire hydrant when its being thrown down and moments after giving you a very strong falling down move that can finish him off from about 80% due to the pocket power boost, it can also be used from the ground instead of a bowling ball for a quick smash which you may not be able to pull off easily. you can pocket the Key from behind your tree making pacman have no real option to use it

That last comment is kinda outdated. Villager cannot longer pocket the trampoline, so Pacman is safe. However, in stages like Omega Willy's Castle, where the stage just goes down instead of being a floating platform, Pacman faces another challenge. His recovery leaves him open for bowling balls.
Outside of that, there's the always present risk of Pocket. One thing that i find effective as a Villager main, is not only pocketing the fruits, but also z-dropping them. Unlike Rosalina, whose the other hard counter for PacMan, Villager can z-drop the fruit to set up traps or plain old damage, fast fall and pocket it fast again. This way not only you lock a move from him, but also makes it more functional than, say, bike-locking.
Another funky thing is Hydrant. The push is no threat for an expert Villager, and in fact can be pocketed and used against a recovering PacMan (gimmicky tho). The main issue is pocketing the Hydrant itself. It comes faster than the original and doesn't restrict PacMan from spawning another, which lets you retrieve it more easily. Another thing to remember is that if you pocket it while it's tumbling, when retrieving it will spawn as new, no tumbling shennaningans unfortunately.
