If this was pre 1.08 patch, then you would be right, but after all the buffs through updates, and drastic innovations and improvements to Meta Knight's (no pun intended) Meta-Game, this match-up is now moderately in MK's favour, or at worst even.
Trust me, I main this character, and have lots of experience in the match-up, to the point where I never really struggle against Rosalina in tournament with MK.

(From the perspective of a Meta Knight main) this is a terrible overall matchup for Meta Knight, and much of the reasoning behind that lies unsurprisingly in Rosalina's Luma. Wanna try a drill rush, catch your opponent off guard? Too bad, trying to hit Rosalina is like trying to flush a clogged toilet, the Luma getting in the way slows down the drill rush so insanely that it's a stupid easy move to shield against and punish. The only chance Meta Knight has is to kill the Luma. If you're playing a Rosalina (though this goes against the nature of most MKs) you have to try and wait for her to fire the Luma at you. From then, you have to try and hit the Luma off the stage, while also making sure not to leave yourself open for Rosalina to rush in on. After killing the Luma, you've got about 15 seconds to make your moves on Rosalina. This is when you rush in on her, try down throwing into a mach tornado or (if low enough %) shuttle loop. If Rosalina is at a low %, mach tornado whenever you can to build up damage until the Luma returns. If Rosalina is within kill %, try landing a dimensional cape. Most Rosalinas like to lean on her dash attack. This is a rare instance when drill rush can be used effectively, even with the Luma around, as it out prioritizes Rosalina's dash attack.
