Yes Ike has trouble keeping up with Sheik's fast speed and frame data, Ike is easy for Sheik to combo due to Ike's weight, lack of fast aerials and slow counter, Ike can't edge guard Sheik well and needles destroy Ike's aether recovery off stage. Ike's frame 7 jumpsquat and slow aerials make it easy for Sheik to get in with her fast mobility and moves like fair.
Ike is too slow both in movement and in frame data to keep up with Sheik's combos, exacerbated further by the hitstun changes from Brawl significantly improving her combo potential in relation to his own. While Ike can still punish hard, the danger of being sent offstage or just being comboed to hell requires him to bait Sheik for punishes or reads, much like Ganondorf. Ike has a difficult time approaching Sheik through Needles, which also snipe his landing options and set him up even more.
To sum up, Ike has a much more difficult time safely approaching Sheik simply due to how one mistimed move can lead to a load of damage, so damage racking and the neutral are in Sheik's favor. Recovery and edgeguarding are similarly in her favor due to her fair wall being able to eat Ike's double jump, which he needs for diagonal recovery. Killing is a tad close due to Ike's range, but again, he has to fish for reads and punishes since he lacks kill confirms in comparison to Sheik's edgeguarding. Sheik comes off as one of Ike's worst matchups next to Diddy Kong, a solid 3/7.
