ESAM's explanation:
Since Falco is slow on the ground, he will tend to approach Samus more in the air. Overall, while their damage outputs are similar, Samus's damage racking is easier and more consistent than Falco's is. Falco can't space well around Samus's dash attack since it's a burst option, and Falco wants to get in due to his zoning being inferior. Even with lasers, air makes it so that Falco has to approach Samus, essentially the opposite of how this matchup played out in Brawl. If Falco rushes in while shielding periodically, he is really vulnerable to getting dash grabbed and thus put in disadvantage. Samus also gives Falco a lot of trouble when the latter tries to return to the stage. Samus has a better recovery and combo game, though their KO potential is arguably even: Samus's kill moves are easier to land whereas Falco's are better at punishing. Reflector is definitely a factor, since it discourages Samus from using missiles, but she can bait him to shine and then punish it with Charge Shot. Since Falco is light and has high gravity, he will be KOed early for this. Overall, since Falco can still juggle Samus, and can ruin the days of lesser experienced Samus mains with shine stuff, ESAM put this matchup at Falco 45 / Samus 55, and due to a lack of experience he put it there rather than Falco 40 / Samus 60.
