Among Luigi's best 4 matchups IMO. If you thought Fox/Luigi was awful, then just look at how much of a joke this matchup is for the latter (Hint: combos and combo breakers).

With a patient player, however, the match up can quickly change. Falco plays reactionary instead of aggressively in this matchup to avoid taking too much damage.
