Evil Ryu is like a slightly less annoying, but stronger and tougher Akuma. E. Ryu is devastating no matter where he is on the screen, having access to one of the best fireballs in the game, meaning he's excellent far away and completely outclasses Oni in a ranged game. He's also very fast, so expect him to be able to practically fly all over the place.

Up close, it's a toss up. Both Oni and Evil Ryu have strong, hard hitting attacks. While Oni doesn't have to do much work to rack up insane damage, E. Ryu has a much better footsie and pressure game than Oni does (as of Ultra), having access to a very long range sweep and c.Mk, both of which were buffed in Ultra. Evil Ryu's divekick also poses a problem and, coupled with the ability to cross up tatsu and use ambiguous cross ups (his jMK and jLK can both cross up, and his jHK can too in certain situations).

It's a tough match, but what makes it a bit better for Oni is that he's no slouch, either. While both are hard hitting characters, Oni can do just as much damage as E.Ryu can and a lot of Evil Ryu's normals aren't very fast, putting mid range games in Oni's favor. Furthermore, Evil Ryu can really only do a huge amount of damage when he's in your face, not everywhere. Take advantage and mixup your game.

I agree on pretty much what you wrote, but i think damage wise e.ryu it's a bit stronger than oni.
If you can hit his 1f links, you can do huge damage from a cr.mkXXlk.axekickxxFADC into whatever without needing a counterhit, while Oni can't do this at cr.mk/st.lk max range without CH.
E.ryu slower cr.mk isn't that bad in footsies against oni and it's definetly an avarage risk/huge reward option with a couple of FADC.
Oni it's probably stronger in close range and has easier hitconfirms and links while doing about same damage compared to e.ryu, but again he can have an hard time at getting in especially with USF4 changes (same health of e.ryu, reduced stun and damage on fadc combos, delayed wakeup ruining his mixups).
I still think is a 5-5 matchup for the average players but top e.ryu players should be at advantage against top onis
