Oni does well against Decapre. He's one of the characters who can punish LP Hands on block. Though he has to use EX Shoryuken (for range) to do it, Oni is rarely without at least one bar of meter. There's a really far range that Decapre can use cr.MK into LP Hands from to make the EX Shoryuken whiff, but this range is so far that it makes her pressure much less of a threat and Oni can easily walk closer or further to avoid said range.
Oni's normals do a great job of keeping Decapre at bay and harassing her. He can use F+LK to make her cr.MK whiff and to stuff many of her pokes. His anti-air game is great against her jumpins and he can reaction SRK to her jump back > EX Cannon Drill fairly easily (or U2 it).
Additionally, his pressure game is excellent against her. He can abuse his new, faster stepkick to get in if he wants to, and then press with frame traps and Kara throw (F+MK). On knockdown, ambiguous angled jump LK does a good job avoiding stinger after HK Tatsu or after Stomps, which lets him confirm into another knockdown and do the same again. She has low health and Oni does high damage, so putting this pressure on her is significant.
