Since Bison received buffs to his psycho crusher and damage increase buff, while Guile's health got nerfed, I believe this matchup is pretty much even now.

You only listed the buffs that are irrelevant to the matchup... The only change that slightly helped evening the MU is the EX SK invincibility increase.
