Gouken wins this match up. He uses standing mk, fireball and anti airs. I feel the most essential part of the whole thing is the counter-intuitive close fireball game. Zangief players are used to having to deal with fireballs. Their answer is ex green hand. When you fireball from footsie range, Gief will almost always be unable to react. I like to use SF4's input storage time to input a fireball motion, take a step forward and then release it. A flustered Gief will soon begin making bad decisions with jump ins and guessy green hands. Punish accordingly.
