Zelda is probably one of maybe 3 characters in the entire roster to have a visible edge on Lucas in my opinion. She has all of the tools to neutralize a majority of safe Lucas approaches. She has poor movement options, but her Nayru's love is brutal at controlling when you can and can't go in. Din's Fire forces you to stay close and personal, and she has a throws into Fair/Bair (her kill moves) on Lucas.
This isn't to say Lucas has no chance. I believe it's not an unmanageable counter. Much like Falco in Melee, once Lucas gets in, you can chase/combo any enemy into death if you play well enough. Zelda has an awkward combo weight being very light, but you can almost always get a free hit off of magnet. Up-Smash kills at pretty low percents, as well as his Up-Throw. Lucas has the answers, the main goal in this match-up is getting out of the stressful neutral game.
