Not quite. NRS uses a completely fixed amount of latency, 3 frames to be exact. What Code Mystics does is allow you to completely configure how you wish for your netplay experience to be, whether you want pure rollback, traditional delay-based netplay, or a combo of both to make a fixed amount of latency. Basically, the same sort of options GGPO/Fightcade provides to you.

It is not negligible. Wifi has an increased chance of interference, ranging from building structure, to distance from router. Wired is not always flawless, but it is considerably more consistent. Speed is not the issue. Consistency is. If you work in the field of IT, you should know better.
