But it's not about them being TOO difficult, it's about them being UNNECESSARILY difficult. If there's not a specific reason for them to be that difficult, why not simplify them?

It's much more complicated than that though, if you increase the startup of all jump-ins you also have to increase the recovery of fireballs, and ALL moves that can be jumped into, as well as all moves that punish THOSE moves. It's a train of consequenses really. Reducing input lag makes it so that what-beats-what is still intact, it's just a bit easier to react.
