Capcom has confirmed when you should be able to play Season 5 of Street Fighter 5: Champion Edition

It's been confirmed that players will be able to play Street Fighter 5: Champion Edition Season 5 starting on February 21 after the scheduled server maintenance period of 8 p.m. to 12 a.m. / 11 p.m. to 3 a.m. ends.

Dan Hibiki, the new V-Shift mechanic and Season 5 balance adjustments are scheduled to be available on February 22. It appears that players will be able to access the Season 5 balance changes and the V-Shift mechanic after the server maintenance period has ended.

"We will perform server maintenance from PDT 8 p.m. to 12 a.m. on February 21 (2/22 4:00 to 8:00 UTC)," said the SFVServer Twitter account. "Thank you for your patience and support."

Capcom has traditionally set aside more time to perform server maintenance that's typically needed for major updates. As such, it's entirely possible that we may see Season 5 going live before 12 a.m. PDT.

There might be a longer wait before the next Street Fighter 5 character, Dan Hibiki, becomes available to purchase and download.

It's also worth mentioning that Capcom has always released patch notes before or alongside major updates. In other words, we should have a good idea of what's changing for each character before the server maintenance is finished.
