Sheeva, Fujin, and RoboCop appear to be releasing individually for Mortal Kombat 11: Aftermath on June 16

Sheeva, Fujin, and RoboCop were released on May 26 as part of Mortal Kombat 11: Aftermath. As of right now, they can only be obtained by getting the Aftermath bundle for $39.99, the Kombat Pack bundle for $49.99, or the Mortal Kombat 11: Aftermath Kollection for $59.99.

The Kombat Pack bundle includes the story mode expansion while the Kollection comes with the base game. But what if you just wanted the characters and didn't want to spend that much money?

Unfortunately, there's currently no way to obtain Sheeva, Fujin, and RoboCop outside of these packages. However, this could be changing later this month.

Steam database pages now show that Sheeva, Fujin, and RoboCop will be releasing as individual character DLC on June 16, 2020. It's not currently known if Xbox One, PlayStation 4, Nintendo Switch, and Stadia users will also be able to acquire these characters outside of the bundles.

These Steam pages do not list prices for the three new characters. If the prices of each individual character of Kombat Pack 1 are anything to go by, then they should theoretically cost $5.99.

As of this moment, there doesn't appear to be a "Kombat Pack 2" that simply contains the three characters without the story.
