Rumor: Masahiro Sakurai's DLC choices were supposedly leaked for SSBU in 2019, correctly included characters like Terry Bogard, Byleth and Sephiroth

The addition of Sephiroth in Super Smash Bros. Ultimate's Fighters Pass Vol. 2 was quite the surprise. There weren't too many fans out there that were placing bets on the inclusion of Final Fantasy 7's main antagonist as a playable fighter.

However, one list back from May 2019 (before the announcement of Dragon Quest's Hero and Banjo-Kazooie for Smash Ultimate) had Sephiroth and many others listed as possible candidates to join as DLC. Needless to say, this supposed "leaked list" has been a topic of discussion within the Smash community as of late.

Shortly after the announcement that Super Smash Bros. Ultimate would be receiving DLC content back in November 2018, Masahiro Sakurai revealed that Nintendo had already created a list of characters to be added to the roster following the game's launch. From this list, Sakurai would decide if it'd be feasible for him to design a moveset for said characters. As such, an additional Smash Ballot was unneeded.

The May 2019 list in question outlines which characters Masahiro Sakurai was able to choose from. Notably, characters on the list include Joker (already announced), Hero (Erdrick and Luminary), Banjo-Kazooie, Terry Bogard, Byleth, Steve and Sephiroth.

One notable character that's missing from this list is Min Min from the ARMs series. The Mintendo Noodle House affiliate was the first challenger added to the Fighters Pass Vol. 2. This is the largest strike against the validity of the claim.

Back in March 2018, ARMS Director Kosuke Yabuki commented that it might have been too early to see an ARMS fighter playable in Smash.

"Another thing I'd say is that Arms is so young — it’s only a year old — that maybe it's too early to think about that," answered Yabuki regarding the possibility. "But I think it’s absolutely fantastic that there are people out there talking about Arms characters in that way."

This declaration ended up contributing to the surprise surrounding the announcement that a character from ARMS would be joining Super Smash Bros. Ultimate's cast of characters.

According to Masahiro Sakurai, Mr. Yabuki pushed for Min Min's inclusion when consulted. If not for Mr. Yabuki, we might've ended up with someone like Ninjara instead.

One possible explanation for Min Min's omission from this rumor is that the list that Sakurai received back in November 2018 has since been revised with additional choices. When Sakurai stated in September 2019 that he was again working with a Nintendo created list for Fighters Pass Vol. 2, he never stated that it was the same list from before.

Of the characters featured in this rumor, Terry Bogard might be the boldest claim. Though Terry Bogard is the main character of SNK's Fatal Fury series, Terry is more prominently known these days for his inclusion in King of Fighters — a series in which Kyo Kusanagi serves as the protagonist.

Assuming this leak to be fake, the individual reporting it might've been better off including both Terry and Kyo in the list to cover as many bases as possible. However, Kyo is nowhere to be seen in this rumor. Before Terry's confirmation, many assumed that Kyo was the more likelier SNK candidate.

Funnily enough, the author of the post also noted that there were very few Nintendo reps on the list. "Weird how the Nintendo owned character count is extremely low, with no sight of an 8th generation Pokémon either," said the anonymous poster. "This is all just hearsay, so choose what you believe." Remember that this was stated only after Joker was available, so fans had no idea how many third parties would be included at the time.

Byleth and Min Min are currently the only Nintendo reps added to Super Smash Bros. Ultimate via the Fighters Pass and the Fighters Pass Vol. 2. All other additions have been third parties.

Taken at face value, then it means that fighters like Amaterasu (Ōkami), Bandana Waddle Dee (Kirby), Bill Rizer (Contra), Chun-Li (Street Fighter), Doom Slayer (Doom), Linkle (Hyrule Warriors), Ryu Hayabusa (Ninja Gaiden), Phoenix Wright (Ace Attorney), Quote (Cave Story) and many others are still on the table.
