Capcom has put out a few tweets on the matter, and promises to better communicate release content in the future:

Earlier: Today is the final day of May, and Street Fighter 5 fans have been anxiously awaiting the arrival of the game's next DLC character, which we learned is Ibuki over the weekend.

Though Capcom planned to release a new fighter this month, the time for them to make their May deadline is now up. The assumption is that Ibuki has been delayed until next month, and Capcom's Saikyo Blog confirms this.

According to the blog, Ibuki's release is actually set to come alongside the story expansion DLC. Capcom has released their latest content close to the end of each month thus far, so it's likely that we won't be seeing Ibuki in the hands of the public until then.

However, this is merely speculation and we very well may see the next batch of Street Fighter 5 content arrive earlier than that.
