Balancing fighting games is a very delicate process, as altering just a few things can drastically impact how the game's roster shapes up.

Former Capcom employee, Seth Killian, recently stated that Vega (Claw) was the top fighter in the one of the last builds of Street Fighter 4, before it was officially released to the public.

"Vega was #1 in near-final [build of] Street Fighter 4," said Killian.

He also noted that adjusting just a few things can make a huge difference in terms of who ends up as one of the strongest overall — or the weakest.

"A few frames on any character equals [the] difference between top or bottom tier," added Killian.

Vega has consistently been ranked near the bottom of the tiers in almost every version of Street Fighter 4, so hearing that he was once considered to be the #1 character in a pre-release build may come as a surprise to many players.

Still, it goes to show how incredibly fine the balance is these games are, where altering just a few things — or leaving them alone — can dramatically impact the roster.
