Capcom intentionally being vague if Street Fighter 4 series update will contain new content or just balance changes

With Capcom's recent announcement of an update to the Street Fighter 4 series being in the works, many people are curious as to whether we'll see new content or simply balance changes.
Over on the Ask Capcom forums, a thread was created to ask the aforementioned question. Sven stepped in to provide an answer stating that they have intentionally been scarce with details on the update and are simply looking for fans to request balance changes.
Is the ''update'' for SSFIV just a balance patch or a new version of the game with more contents? I see a lot of people speculating what new characters will be in like if its was confirmed.
Sven: I believe we've been intentionally vague. For the moment, we want to hear your thoughts on balance issues for SSF4 AE v2012. Nothing more, nothing less.
