Dhalsim to receive damage increase, better hit box on C. Viper's crouching Medium Kick and more - potential Ultra Street Fighter 4 changes

Since it has not yet been confirmed by an official Capcom representative, these character changes are still considered speculation. Having said that, the following tweaks aren't very far fetched and appear completely reasonable.
If these changes are indeed in Ultra Street Fighter 4, it is still possible that they are not finalized. Last week Combofiend stated that any changes in USF4 could be reverted if they prove to be too restrictive.
