Capcom explains why alt. outfits were on the Street Fighter 4 disc Christian Svensson was on the Unity Boards today to explain Capcom's reasoning for including the downloadable costumes on the SFIV disc, but still charging for them.
On SFIV costumes, there was no way to have secondary costumes be visible to others (and the ability to show off the goods to others is important) unless everyone had the assets.

The easiest way to do that was to build them in advance and put them on the disc... and to be clear we do have FREE content coming to SFIV in the form of the Championship update, which costume sales are subsidizing.

The alternative would have been to develop tech we don't have in order to stream them to folks who don't have them (slowing down load times during matches when someone doesn't have the appropriate costume locally). Because that would have been far more complicated/expensive to develop/test and been a worse experience for players, the on-disc route was taken.
And in related news, the final costume pack is available. The 'Classic Pack' offers outfits for Guile, Dhalsim, Fei-Long, Blanka and Gen.

Rumor has it Capcom will be combining all of the costume packs into one download at a slightly reduced fee than if you bought them all separately, but there's no ETA on when we may see this.

You can see photos of all of the alternative costumes here.
