This is actually one of Gief's best moves in SF5. The key is how versatile the chops are.
When done raw, the first shop has decent reach and works well as a normal neutral attack. If you land the first hit as a counter-hit, the others will land AND the last hit will knock your opponent down. The 2nd and 3rd chop are only guaranteed on counter-hit. Be careful about doing the 2nd and 3rd chop on block - they can be punished.
The main thing to keep in mind is that you can alternate the cadence of your button presses to leave gaps for your opponent to try and press buttons, jump, reversal, etc. At the same time, you can stop your sequence at any time and go for an SPD, another attack, or even just to wait, too. While nothing is guaranteed, if you've frozen your opponent with repeated chops, this can open up other opportunities.
If you land a low MP or F+HP, you can drive rush cancel into all 3 chops, guaranteed. This does decent damage, knocks down, and you can still go for a mix-up instead of the 2nd or 3rd chop.
When you're further away, you can drive rush into the chops as a solid punish or pressure tactic. Drive rush into a single chop followed by a light SPD looks like it wouldn't work...yet it does in spite of the visual grab range. It's almost surprising to see. It works on hit or even on block, too.
