Cr. MP is one of Rose's most frequently used normals, as it has a lot of positive things going for it and no glaring weaknesses to speak of (at least none that I can think of off the top of my head). If you use Rose, it's pretty much an absolute guarantee that you will use this move in every single match, it is just that useful.
Strengths:
1. Relatively fast startup (4 frames) 2. Good range/Good poke move 3. Special Cancelable 4. Difficult to punish when spaced properly
Cr.MP is primarily used to cancel into Soul Spiral and (less often) Soul Spark to end block strings, or for quick and reliable punishes due to its good startup time and range. You can really annoy your opponent with this move as it can snag them from a pretty good distance away. It should be noted, however, that when you connect Cr.MP, the follow up Soul Spiral won't always confirm depending on your opponent's character and if you're too far away. The same goes for if you cancel into Soul Spark, so just be aware of your spacing.
Cr.MP is also good for counter-poking and can be used as a whiff punisher (whiff the move and then punish your opponent's attempt to punish your whiff).
