This move, to say the least, is mostly unhelpful, but it does have its uses. This move is useful if the opponent has jumped into the air and is going to try to attack. this counter will not work against projectiles(0bviously), attacks that hit low, grabs, and certain specials like the Shoryuken, not to mention even if you do counter, you still take damage. The EX version is not much better, as it only gives more damage and a juggle state. Overall, it is not that useful though.
This move isn't the best, but it can be used to anti-air if done early. The LP version lasts the longest, and the HP version is the shortest. The EX version starts up faster and allows a juggle into Ultra 2 afterwards.
I would say I only ever use the EX version. If I read my opponent going for a cross-up, the EX version almost always hits.
