I think the reason why people get so upset about on-disc DLC being locked away is because that might mean the content was already made during the original development cycle of the game. So when they were creating that content, they had the budget to create that content during the game's initial production. You guys do remember that Dudley and Juri were unanimously agreed upon as the two best characters in SSF4 before the game actually came out right? Especially Dudley, everyone thought he was gonna be vanilla Sagat good. That clearly didn't happen. Don't put too much stock into what people say about top and bottom tier just yet until we've all had the proper amount of time to really break the game in.
