on another note even though by themselves the 2012 fixes "not buffs since there are none" should be fine, the fact that every other character is getting buffs that got nerfed in ae should warrant a real buff to him. The only problem with guile is that he is hard to have him balanced. He is either overpowered or he is just low tier. Everyone knows this. Super Turbo is the only game i think where he is sorta balanced.
