Daigo wasn't using Ryu the whole time, didn't get a chance to play all the mind games and get the download done in time with only a few matches with Ryu. Still, Daigo is human, any number of reasons why he lost (the biggest obviously being Cammy), but he continually wins all the big tournaments and is no doubt the best tournament player in the world.

"Why does it matter"? Well the simple answer is: Street Fighter has 1 frame links. Fighting games like Tekken for instance are very easy on the timing for combos. If you are very used to entering your combo on the correct frame, then it matters that the frame you need to hit is 2 frames later than usual, especially if you don't plink.
