i think generally when the term 'meterless' is used they're just talking about EX meter. like in SF4, you could have a combo using an Ultra, but no EX or super, and it would be considered meterless

I think for some characters, V-triggers have more purpose than just combo extensions. For example, Zangief. His V-trigger seems to be a tool for starting offense / closing the gap. Sim's V-trigger can be used in a combo, but mainly for a setup to keep them on the flame

I actually think the unblockable poison ball could be considered a weakness for Fang. There's no hitstun or blockstun to the opponent, very minimal damage from the poison itself, and Fang still has startup + recovery frames to get it on screen (and the startup looked pretty long from what I've seen, close to Nash sonic boom startup).
