"Tiers are based off of characters being used to their full potential regardless of difficulty" That's bollocks, a lot of characters haven't been fully tapped and even many of the more fleshed-out characters aren't exactly played perfectly within the game's system. Also, easy difficulty = less chance for errors and more likely to use the character effectively.

Of course Noel Brown would put ALL of his characters way lower than they should be. I guess he just can't handle the fact that he uses an extremely strong team and that their abilities are a huge factor of why he's able to do so well.
