Regarding Faction Kills: As PlasmaWaffle said, I don't think they're necessarily environment fatalities but rather fatalities only available to the faction you align yourself with. I'm guessing they're only usable in that mode as well.

This. For NRS to bring back Animalities, they have to quite literally create brand new models for each and every character in the game specifically for the purpose of only showing them off for about 10-20 seconds. And that's not exactly a quick and easy process. So yeah, it's definitely something not worth it when their dev team is likely already swamped enough with work as it is.

Ono: Street Fighter 5's netcode will be based on Street Fighter X Tekken's, but tuned for better performance, will run smoother than Tekken's
Once they dealt with the initial issues, SFxT's netcode was actually pretty damn solid, so if it's going to be like that but "better" then that is definitely a good thing.
