The list seems pretty accurate. The only thing worth debating is the top 4 which seem to change monthly. I still think Chun is the best because she is armed with the best versatility over the other three characters. But what it comes down two is player skill. Agreed. Hakan's tools are far and few in between depending on his stances (this being Oil/UnOil). The point of the updates is to give him some reliability with and without oil up.
