@68 it's overall for sure. Doom isn't the best by himself but he lands on the top because his synergy is good and has the best assists in the game.

Tier list is perfect. Top 4 are where they should be, everyone whining that zero should be by himself, you are forgetting he has to be on 100 percent of the time because one slight error or tap and he is KOd.
