It's not that surprising to see a grappler having a hard time against Dhalsim. As far as I know, it has always been like that in any game where he's in. That doesn't change the fact though that Hugo still blows up pretty much every rushdown character without long range pokes. Of course he's not unbeatable, but he has to put in way less effort than the other player in that situation.
