You take into account all the attributes of a character when making a tier list, unless you specifically say 'I want to tier characters based solely on offense' . And due to Buster Cancel, Zero can face even DP as long as he can activate Sougenmu. A few characters counter DP now. The biggest strength of DP is how string her incoming mix-ups are. ...
