Even for VF5FS, you are going to be downloading all costume parts even if you didn't buy it and won't have access to. It is so you can actually see the parts that other people bought. KoF and Blazblue also had on disk DLC. Just because it's on disk doesn't mean you should have 100% access to it. There are tons and tons of garbage files in everygame. Having DLC on disk saves the rest ...

Holy $hit that is f@cking CHEAP!!!! $15?!!? I don't like to buy costume DLC's but for just $5 on top of the original being only $15, I'll totally buy it to support the game. Imagine 50 cents a game at the arcade, man even for $20 you'll get your money's worth so fast.
