@21 He means early on in SF4 (few months after release) people assumed Viper was garbage because no one had really figured her out yet. Yes she was high in the end but people assumed in the beginning she wasn't very good showing that early tier lists do have flaws.

Has Capcom even come out and said, "YES you will definitely have to pay for the DLC."? The PS Vita version will probably be about $40 and include 12 more fighters while the console versions are $60 for less content available out of the box. Maybe just maybe the DLC will be free like AE 2012 was.
